Background
The Mauna Kea Stewardship and Oversight Authority (Authority), under the Department of Land and Natural Resources, was established by Act 255, Session Laws of Hawaii 2022. The Authority aims to protect Mauna Kea's ecological and cultural significance while managing land-use decisions.
The summit region is recognized for its cultural landscapes, fragile habitats, and its importance for astronomical research. The Authority is tasked with developing a Management Plan that aligns with the requirements of Act 255, ensuring the preservation and proper management of the Mauna Kea lands.
Work Details
The selected firm will assist in formulating a comprehensive Management Plan that includes:
1. Governance of land uses, human activities, access, stewardship, education, research, growth and development, and overall operations.
2. Consideration of the State's energy and sustainability goals and climate change impacts.
3. Establishing frameworks for leases and permits related to General Leases No. S-5529 and No. S-4191, Grant of Easement No. 4697, nine subleases under General Lease No. S-4191, and eighteen Conservation District Use Permits granted to the University of Hawaii.
4. Incorporation of indigenous management practices and acknowledgment of social justice issues.
5. Development of a strategic plan for a five to ten-year period that includes recommendations on organizational structure, resources for operations, laws, rules, policies, procedures, and financial sustainability strategies.
6. Evaluation of existing management plans from the University of Hawaii to ensure compliance with Act 255.

The contract is expected to begin on February 3, 2025, and end on June 30, 2026.
