Background
The City and County of Honolulu is collaborating with the U.S. Environmental Protection Agency (EPA) to implement the Environmental and Climate Justice Community Change Grants Program. This program aims to fund community-driven projects in disadvantaged communities across the United States that address climate challenges and reduce pollution while strengthening community resilience.

The City seeks local partners committed to advancing environmental justice and improving climate resilience, particularly in the Kalihi neighborhood, which faces significant environmental, economic, and social challenges.

Work Details
The contract involves the following key projects aimed at enhancing community resilience in Kalihi:

1. **Bike Infrastructure, Pedestrian Safety Improvements, and Transit Enhancements**: Installation of dedicated bike lanes, transit facility upgrades, and pedestrian safety improvements along North King Street.
2. **Expansion of Bikeshare Services**: Introducing bikeshare programs in Kalihi with financial incentives for low-income riders.
3. **Bus Electrification**: Expanding electric bus services along North King Street to improve air quality.
4. **Urban and Community Forestry**: Planting trees and installing green infrastructure to combat urban heat island effects.
5. **Energy-Efficient Housing Retrofits**: Implementing retrofits in lower-income housing units to enhance energy efficiency.
6. **Community Resilience Hub**: Establishing a hub for shelter and essential services during extreme weather events.

Period of Performance
The anticipated period of performance for initial selections is expected to start in November 2024, with funding opportunities available until November 21, 2024.

Place of Performance
The contract will be performed primarily in the Kalihi neighborhood of O‘ahu, Hawaii.
