AI Solution for Emergency Management Planning

Background
The Hawaii Emergency Management Agency (HIEMA), under the Department of Defense, is responsible for emergency management in the State of Hawaii. HIEMA coordinates with four county emergency management agencies and operates the State Warning Point. The agency seeks to procure an AI solution to enhance emergency management planning, streamline operations, and ensure preparedness by identifying gaps and best practices through AI insights.

Work Details
The Vendor will provide an AI solution that includes:

- An easily accessible system for staff training within two months of contractor approval.
- A digital automated evaluation of documents.
- A library of knowledge including evaluations for FEMA CPG 101, ESFs, Hazard Mitigation Plans, and Wildfire Protection plans.
- A method to upload existing HIEMA and other emergency documents for customizable plans.
- Secure sites with solutions for information breaches.
- An Account Executive for ongoing support and updates.
- Immediate response service for system malfunctions.
- Assistance with implementation of a fully functional system.
- Ensuring all data is retrievable by HIEMA upon contract termination.

Period of Performance
Implementation must be completed within ninety (90) days following the award.

Place of Performance
Services will be performed at the Hawaii Emergency Management Agency located at 4204 Diamond Head Road, EOC Honolulu, HI 96816.

Bidder Requirements
Vendors must provide a Hawaii Compliance Express (HCE) certificate or proof of compliance with IRS, State Department of Tax, DCCA, and DLIR. Additionally, a printout validating that the business entity is not debarred or suspended from receiving federal funding is required.
