Affordable Housing Strategic Development Program Affordable Housing Fund - FY25

Background
The City and County of Honolulu, through its Department of Land Management and the Division of Purchasing, is soliciting proposals from nonprofit entities or public agencies to utilize funds from the Affordable Housing Fund (AHF).

The City aims to award approximately $5,000,000 in AHF funds to support the development of affordable rental housing for low and moderate-income households, particularly those earning 60% or less of the median household income.

The AHF is established under Section 9-204 of the Revised Charter of Honolulu and prioritizes projects that serve extremely low-income households (30% AMI) and those experiencing homelessness.

Work Details
The AHF funds may be used for the development, construction, acquisition, and rehabilitation of affordable rental housing.

Eligible projects include new construction, rehabilitation, and redevelopment aimed at serving very low-income households earning no more than 30% AMI. Each AHF Qualified Unit must remain affordable for a minimum of 60 years. The maximum funding per AHF Qualified Unit is limited to $55,000.

Ineligible projects include residential units for households exceeding 60% AMI, commercial spaces in mixed-use projects, and improvements intended for use by non-residents. Applicants must demonstrate site control and comply with environmental review requirements.

Period of Performance
The contract period will commence upon execution of the contract and will continue until all obligations are fulfilled as per the terms outlined in the proposal submission guidelines.

Place of Performance
The geographic location for performance will be within the City and County of Honolulu.
