A Research Project Related to Vacation Rental Performance Tracking for January 2025 December 2027

Background
The Department of Business, Economic Development, and Tourism (DBEDT) is issuing this Request for Proposals (“RFP”) for Vacation Rental Performance Tracking data for January 2025 through December 2027. The objective of this project is to provide a comprehensive view of the vacation rental accommodations segment performance within the State of Hawai‘i, by island, and by region. DBEDT is seeking a solution that will include at least an 80 percent sample for each island based on the number of vacation rental units reported in the most recent year’s Visitor Plant Inventory (VPI) report.

Work Details
Under the supervision of, and in collaboration with DBEDT’s Director of Tourism Research and the DBEDT staff, the successful contractor shall provide DBEDT with services including identification of measures, reporting regions, and frequencies; data collection; data processing; reporting; and optional project enhancements.

The contractor should propose any additional project enhancements such as reporting by Visitor Plant Inventory (VPI) regions, reporting by zip code, reporting by platform used for advertising units, state tax ID numbers of owners/listing agencies, county license numbers of owners/listing agencies, dashboard, maps, data visualizations, comparison to total US, comparison to other markets, historical data that could provide valid comparisons with current metrics.

Period of Performance
The contract is anticipated to be for a period of approximately three (3) years starting in July 2024 and all work will be completed by January 31, 2028 unless extended by mutual written agreement.

The geographic location(s) where the contract will be performed is within the State of Hawai‘i.
