24-Hour and 8-16 Hour Group Home Services Statewide - Additional Services

Background
The Hawaii Department of Health, Adult Mental Health Division (AMHD) is planning to procure additional 24-Hour and 8-16 Hour Group Home Services statewide. The goal is to provide decent, safe, and affordable housing for persons with serious mental illness. This initiative aims to gather community input to inform the development of a Request for Proposals (RFP) and potentially include selected providers in a federal grant application. If awarded, those providers named in the grant application will be contracted for the services without an RFP process.

Work Details
The AMHD seeks to procure additional 24-Hour Group Home and 8-16 Hour Group Home services statewide. The services include:

- **24-Hour Group Home Services**: Provides supervision, life skill supports, and medication prompting with residential support staff on-site 24 hours daily. Consumers may pay reasonable rents and share responsibilities for upkeep.

- **8-16 Hour Group Home Services**: Offers similar supports as the 24-hour service but with staff available up to 16 hours per day based on consumer needs. Both services adhere to Housing Best Practices and AMHD Housing Quality Standards, focusing on consumer support to maintain housing, education on tenancy conditions, linkage to mental health services, and access to residential staff as needed.

Period of Performance
Contracts are expected to begin in the fall or winter of 2025.

Place of Performance
Services will be provided statewide across Hawaii.

Bidder Requirements
Participation in the RFI process is optional and not required for future procurement responses. Interested parties must have appropriate staffing capabilities, including a Mental Health Professional supervising the program. Residential staff must have at least a high school diploma or equivalent and receive training under supervision. Consumer supervision ratios must be no less than one residential staff for every eight consumers.
