2025-2030 Climate Action Plan

Background
The City & County of Honolulu recognizes the need to reduce greenhouse gas emissions and address climate change. The recent wildfire in Lahaina underscores the urgency of bold actions to address climate change.
The City adopted its first Climate Action Plan in June 2021 and has made progress in various projects across City departments. However, challenges remain, and the City is launching an update to its Climate Action Plan for the period of 2025-2030 as required by Ordinance 20-47.

Work Details
The purpose of this contract is to develop an innovative, community-centered Climate Action Plan (CAP) that will guide City actions and partnerships for climate action for the period of 2025 to 2030. The plan aims to achieve the City’s adopted greenhouse gas reduction goal of carbon neutrality by 2045 while reducing the cost of living for residents and increasing their quality of life.
The plan will provide feasibility analyses, model scenarios, assess financial feasibility, suggest funding strategies, and incorporate measures/actions for new methods, approaches, technologies, and policy.

Period of Performance
The draft timeline for the project includes tasks such as Baseline Review and Analysis from July 2024 to October 2024, Development of Draft 2025-2030 Climate Action Plan from October 2024 to July 2025, Development of Final 2025-2030 Climate Action Plan from July 2025 to October 2025, and ongoing project management from July 2024 to November 2025.

Place of Performance
The contract will be performed in O'ahu.
