Whitesville Road Soccer Complex-Expansion Project Nautral Grass Sports Turf System

Background
The Troup County Board of Commissioners is issuing a Request for Proposal (RFP) for the Whitesville Road Soccer Complex Expansion Project. This project aims to enhance local sports facilities by constructing new soccer fields. It is located at 1700 Whitesville Road, LaGrange, Georgia, and is part of the county's initiative to improve recreational infrastructure.

Work Details
The project includes the construction of three new full-size soccer fields (240’x360’) with a natural grass sports turf system. The scope of work entails:
- Installation of a 6” USGA sand root zone and an underdrain system using 4” perforated HDPE in a herringbone design, connected to an 8” collector line.
- Final laser grading of the project area, which will be pre-graded by Troup County to .01 of a foot subgrade.
- Creation and installation of a design/build irrigation system approved by Troup County.
- Use of certified TifTuf Bermuda Sod for grass installation.
- Maintenance of the sod for sixty days post-installation, including fertilization, watering, and weed control.
- Coordination with Troup County staff throughout the project.
- Clean-up and disposal of construction debris.

Period of Performance
The anticipated start date for construction is on or about July 1, 2025, with a completion timeframe of 120 consecutive calendar days.

Place of Performance
The contract will be performed at the Whitesville Road Soccer Complex located at 1700 Whitesville Road, LaGrange, Georgia.

Bidder Requirements
Bidders must be properly licensed and insured. A Bid Bond equal to 5% of the bid is required along with Performance and Payment Bonds equal to 100% of the contract price from the successful bidder. The bonding surety must be authorized by the Insurance Commissioner of Georgia or listed on the U.S. Treasury’s approved bond sureties list. Additionally, bidders must provide a vendor application, e-verify form, and W-9 prior to commencing work.
