Water Treatment Plant - 2026 Improvements

Background
The City of Lavonia, Georgia is seeking bids for the construction of improvements to the Water Treatment Plant, aimed at increasing treatment capacity to 3.0 million gallons per day (mgd).
This project is part of a broader initiative to enhance local water infrastructure and ensure compliance with environmental standards.
The project is designed by PeoplesQuigley | DCCM, and funding will be partially provided by the Georgia Environmental Finance Authority, subject to federal and state regulations.

Work Details
The scope of work includes modifications to various components of the water treatment plant:
- Modifications to the raw water pump station
- Installation of a new flash mixer and mixing basin
- Modifications to settling basins
- Upgrades to filters
- Enhancements to the chemical feed system
- Improvements to clearwells and all related appurtenances.
The contractor will also be responsible for site work including demolition, excavation, grading, erosion control, and installation of yard piping.

Period of Performance
The contract work is expected to commence upon issuance of a Notice to Proceed and must be completed within 270 consecutive calendar days.

Place of Performance
The work will take place at the Water Treatment Plant located in Lavonia, Georgia.

Bidder Requirements
Bidders must comply with several specific requirements:
- Must possess a valid license as a Utility Contractor in Georgia.
- Must employ a certified Utility Manager overseeing the project.
- Bids must include a Bid Bond or certified check for at least 5% of the bid amount.
- Compliance with federal work authorization requirements (E-Verify) is mandatory.
- Bidders must adhere to provisions of the Georgia Security and Immigration Compliance Act.
