Background
The City of Savannah is seeking proposals for a Utility Billing System (Meter to Cash) to enhance its utility billing processes. The City operates under a Council-Manager form of government and aims to improve service delivery efficiency, citizen satisfaction, and transparency in utility billing. This project is part of a broader initiative to modernize the City's operations and align with its strategic goals, addressing existing challenges such as unintegrated systems and manual processes.

Work Details
The selected solution must provide comprehensive utility billing functionalities including: customer/account management, rate management, billing/invoicing, payment processing, collections, delinquency management, service requests, and meter management. Specific requirements include:

- **Customer/Account Management**: Maintain detailed customer information, automate communications, manage billing cycles, and enable self-service options.

- **Rate Management**: Create diverse rate structures for different customer categories and services.

- **Meter Reading**: Capture meter readings accurately with automated interfaces for data collection.

- **Billing/Invoicing**: Generate accurate bills based on various rates and handle complex calculations.

- **Payments & Collections**: Support multiple payment methods and manage delinquent accounts effectively.

- **Service Requests**: Manage service orders efficiently from various sources including customer complaints.

- **Meter Management**: Track meter assets comprehensively including installation history and maintenance records.

Period of Performance
The contract will commence upon award in October 2025 and will continue through the implementation phase defined in the proponent's proposal. Ongoing maintenance and support services will also be required post-implementation.

Place of Performance
The services will be performed primarily at the City of Savannah's facilities located in Savannah, Georgia.

Bidder Requirements
Proponents must demonstrate experience with similar projects in local government settings. They are required to submit a detailed implementation plan outlining their approach, including timelines and resource requirements. Proponents should also provide evidence of their ability to meet the City’s Disadvantaged Business Enterprise (DBE) goals as outlined in Appendix B.
