USG Health Care Revenue Cycle Management (RCM) and Electronic Health Records (EHR)

Background
The Board of Regents of the University System of Georgia (USG) is seeking proposals from qualified suppliers to provide Electronic Health Records (EHR) and Medical Revenue Cycle Management Services (RCM). This initiative is part of the State Purchasing Act, aimed at establishing a contract that will serve all USG institutions. The goal is to enhance healthcare management across multiple campuses in Georgia, ensuring efficient medical billing, claims processing, and patient record management.

Work Details
The awarded supplier(s) will provide services in two main areas:

1. **Electronic Health Records (EHR)** - This service is optional for USG institutions.

2. **Medical Revenue Cycle Management Services (RCM)** - Participation in this service is mandatory for any institution opting to manage its medical billing and revenue cycle functions through a third-party provider instead of internal personnel. Institutions currently handling RCM activities in-house may opt into the contract at any time. The contract will also allow additional USG institutions to participate throughout its term, with suppliers encouraged to market their solutions directly to these institutions under USG oversight.

Period of Performance
The initial term of the contract will be one year, with up to four optional renewals. This could potentially extend up to nine renewals based on performance and value.

Place of Performance
The services will be performed across multiple campuses within the state of Georgia.

Bidder Requirements
Suppliers must have at least five years of experience in providing EHR and/or RCM services in similar settings. They must comply with HIPAA privacy and security standards, maintain PCI DSS compliance, and provide necessary insurance coverage as outlined in the Standard Insurance Requirements document. Additionally, suppliers must register with Team Georgia Marketplace™ and adhere to all state regulations regarding communication during the bidding process.
