Unclaimed Property Management System

Background
The Georgia Department of Revenue (DOR) is seeking a qualified supplier to supply and implement an Unclaimed Property Management System (UCP Management System) to accommodate new administrative requirements set forth in legislation passed during the 2023-24 Session of the Georgia General Assembly (SB 103).

The aim of this initiative is to enhance DOR's ability to process a large volume of property claims, increase efficiency in claim processing, and create new process flows required by SB 103. This project will impact divisions and offices within DOR, including Local Government Services, Office of Special Investigation, Finance, Information Technology, and Office of General Counsel. Additionally, external stakeholders, including unclaimed property owners and their designated representatives, will be impacted by the new UCP Management System.

Work Details
The contract involves supplying and implementing an Unclaimed Property Management System that meets the requirements outlined in SB 103.

The system must enhance the processing capabilities for a large volume of property claims and improve efficiency in claim processing. Specific functionalities may include automated claim processing, integration with existing systems within DOR, user-friendly interfaces for both internal staff and external stakeholders, and compliance with state regulations regarding unclaimed property management.

Period of Performance
The initial term of the contract is for two (2) calendar years from the effective date of the contract. The State Entity shall have three (3) one (1) year option(s) to renew at its discretion.

Place of Performance
The services will be performed at the Georgia Department of Revenue located at 4125 Welcome All Road, Atlanta, Georgia 30349.

Bidder Requirements
Suppliers must register in the Team Georgia Marketplace™ system to conduct business with the State of Georgia. They are required to provide proof of insurance coverage including Workers Compensation Insurance, Commercial General Liability Insurance with specified limits, Automobile Liability Insurance, and Technology Errors and Omissions Insurance.

Additionally, suppliers must comply with all applicable state laws and regulations.
