Background
The Atlanta-Region Transit Link Authority (ATL) and Gwinnett County are jointly issuing this Request for Proposals (RFP) to invite competitive sealed bids from qualified firms to provide comprehensive Transit System Operations and Maintenance (O&M) Services.
The ATL operates the Xpress regional commuter bus service, while Gwinnett County offers local fixed routes, microtransit zones, and ADA paratransit services. The goal is to retain one contractor to manage all specified services efficiently and collaboratively, utilizing shared resources across both agencies.
Work Details
The contractor will be responsible for operating, maintaining, and managing all specified services outlined in the Scope of Work. This includes providing necessary labor, equipment, supplies, tools, safety measures, and incidental services needed to operate the transit system safely and reliably.
The contract covers the operation of 6 commuter routes for ATL from a shared North Facility with Gwinnett County and 7 commuter routes from a South Facility exclusively used by ATL. Gwinnett County's transit services include 10 local fixed routes, 3 microtransit zones, and complementary ADA paratransit services. The contractor must comply with performance standards set forth in the RFP.
Period of Performance
The contract will be performed over a period of three years with an option for two one-year renewals at the discretion of ATL and Gwinnett County. The anticipated service start date is July 1, 2026.
Place of Performance
Services will be performed at two facilities: the North Facility located at 2880 Remington Park Court, Norcross, GA 30071 (shared by both agencies) and the South Facility located at 5250 Frontage Road, Forest Park, GA 30297 (exclusively for ATL).
Bidder Requirements
Proposers must demonstrate compliance with Disadvantaged Business Enterprise (DBE) goals of 6.375% for ATL and 6.71% for Gwinnett County. Proposers are encouraged to submit plans detailing how they will meet these goals through prime or subcontract work.
