Description

The purpose of this solicitation is to secure one vendor neutral Managed Services Provider (MSP)(hereinafter, Supplier) which will offer, oversee and maintain a Vendor Management System (VMS) to manage a comprehensive supply base of Staffing Resource Providers (SRP) with the competency and capacity to provide the full spectrum of temporary staffing resources within the following categories: Clerical/Administrative-1; Financial/Professional-2; Information Technology (IT)-3; Light Industrial-4 and Medical-5 service industries to a broad demographic of state and local government users with a wide range and variety of staffing needs.
Background
The State of Georgia, through the Department of Administrative Services (DOAS), is issuing this electronic Request for Proposal (eRFP) to establish a contract with a qualified supplier to serve as a Managed Service Provider (MSP) for Temporary Staffing Services. The goal is to provide a comprehensive Vendor Management System (VMS) that manages a supply base of Staffing Resource Providers (SRPs) across five categories: Clerical/Administrative, Financial/Professional, Information Technology (IT), Light Industrial, and Medical. This contract aims to improve efficiency and service quality for state and local government users.

Work Details
The selected MSP will be responsible for overseeing the Vendor Management System (VMS), which includes managing the supply base of Staffing Resource Providers capable of delivering temporary staffing resources in the following categories:

1. Clerical/Administrative
2. Financial/Professional
3. Information Technology (IT)
4. Light Industrial
5. Medical services.

The MSP will also handle various operational aspects such as registration of providers, posting requests for staffing support, receipt and analysis of offers from SRPs, management of acceptance procedures including interviews and background checks, timesheet processing, invoice administration, payments to SRPs, oversight of evaluations, and closeout of requisitions.

Period of Performance
The initial term of the contract is two calendar years from the date of execution, with an option for five one-year renewals at the discretion of DOAS.

Place of Performance
The services will be provided throughout the entire state of Georgia to various governmental entities including state offices, agencies, departments, boards, universities, and local governments.

Bidder Requirements
Bidders must comply with all applicable State and Federal tax and insurance regulations as part of their proposal. They must also demonstrate their ability to provide fully burdened labor rates that include all necessary costs associated with employing W-2 employees. Additionally, bidders are encouraged to include small and diverse businesses in their proposals.
