Description

The Telfair County Board of Commissioners, (hereafter referred to as County ) is soliciting proposals from experienced contractors to provide Clearing and Snagging services to remove debris from Hurricane Helene in streams at four (4) sites throughout the county. This project is part of the USDA Natural Resources Conservation Service s (NRCS) Environmental Watershed Protection (EWP) Program. The work to be performed includes the removal of selective vegetation from the bank (clearing) and/or the selective removal of snags, drifts, or other obstructions (snagging) from natural or improved channels and streams and vegetating disturbed areas according to NRCS Standard Practices and Specifications. All work must be completed by October 27, 2025. Proposers are encouraged to attend a Pre-Proposal Meeting and site visit scheduled for Thursday, September 11th at 9:00 AM at the Telfair Board of Commissioners Office at 91 Telfair Ave, Suite A, McRae-Helena, GA 31055. There will not be a summary of the meeting provided to those not in attendance. Proposals must be submitted online no later than 9:00 AM on September 16, 2025 through the DFS Procurement Portal at dfs.bonfirehub.com. Award will occur at the board meeting on September 16, 2025 at 5:30 PM EST in the Telfair County Board of Commissioners Office. Addenda regarding this RFP will be posted to the DFS Portal at dfs.bonfirehub.com. Proposers are responsible for obtaining addenda and are advised to check the website frequently. Background
The Telfair County Board of Commissioners is soliciting proposals from experienced contractors to provide Clearing and Snagging services as part of the USDA Natural Resources Conservation Service’s (NRCS) Environmental Watershed Protection (EWP) Program. This initiative aims to remove debris resulting from Hurricane Helene in streams at four designated sites throughout Telfair County, Georgia. The goal is to mitigate risks to agricultural resources and civil infrastructure by restoring flow capacity and preventing excessive bank erosion.

Work Details
The contractor will perform the following tasks:
1. Remove downed and snagged material from the stream channel and a 25-foot buffer area adjacent to both stream banks.
2. Clear fallen trees and leaning trees at an angle of 30° or less, as well as undermined or storm-damaged trees likely to fall into the stream.
3. Exclude removal of trees and debris less than 8 inches in diameter unless they pose a blockage risk during flooding events.
4. Remove all storm-related debris, including downed trees, brush, limbs, and other woody materials within the stream banks while leaving old debris in place.
5. Ensure that roots, root balls, or stumps are not removed unless completely uprooted by the storm event.
6. Conduct all work according to NRCS Conservation Practice Standards 326 (Clearing And Snagging), 484 (Mulching), and 342 (Critical Area Planting).
7. Use appropriate methods for removing obstructions such as sawing, cabling, winching, lifting, or dragging with specified equipment like hydraulic excavators and chain saws.

Period of Performance
The work must be completed no later than October 27, 2025.

Place of Performance
The services will be performed at four sites in Telfair County, Georgia:
1. Site 1a: Fishing Creek at Hwy 117; 500 LF total (250 LF upstream and downstream).
2. Site 2b: Little Horse Creek at Hwy 149; 500 LF total.
3. Site 3c: Coffee Branch at Hwy 117; 500 LF total.
4. Site 4d: Turnpike Creek at Hwy 160; 500 LF total.

Bidder Requirements
Proposers must comply with all applicable Federal, State, and Local laws and provide proof of liability coverage, auto coverage, and workers' compensation insurance prior to commencing work. All proposals must be submitted electronically through the DFS Procurement Portal by September 16, 2025.
