Background
The Gwinnett County Board of Commissioners is seeking proposals for the Jimmy Carter Boulevard Master Plan Project, which aims to develop a comprehensive plan for an area encompassing approximately 1,754 acres. This area is primarily located in Unincorporated Gwinnett County and includes a significant industrial zone. The project is motivated by the need to address housing affordability, improve transit access, and enhance the quality of life for residents in a majority-minority community with lower median household incomes compared to the county average.

The plan will leverage existing and proposed transit investments to transform commercial and industrial sites into mixed-use developments.

Work Details
The selected consultant will be responsible for creating a Master Plan that includes:

1) Existing Conditions Assessment: Analyze demographics, land use, transportation systems, public infrastructure capacity, and environmental conditions.

2) Market Feasibility Study: Assess potential markets for residential, retail, office, and industrial uses.

3) Project Management and Public Participation: Develop a public engagement strategy including meetings and workshops.

4) Master Plan Development: Focus on transit-oriented development with diverse housing options.

5) Implementation Plan: Outline actionable steps with cost estimates and responsible agencies.

6) Unified Development Ordinance (UDO) Amendment: Ensure consistency with the plan.

7) Public Hearings: Support presentations to the Board of Commissioners.
