Background
The Gwinnett County Board of Commissioners is seeking competitive sealed proposals from qualified contractors for the Provision of Pre-Approved Non-Emergency Transportation for Gwinnett County Residents. This initiative aims to enhance access to affordable transportation services for seniors and individuals with disabilities, particularly as part of the Get in Gear Program, the Older Americans Act/Senior Services Program, and the HHS County Senior Transportation Program.

The Department of Community Services’ Health and Human Services Division (HHS) is responsible for providing these essential services, which include transportation to medical appointments and other critical destinations.

Work Details
Contractors will provide Non-Emergency Medical Transportation services that include:
1. Door-through-door service, assisting clients from their homes to vehicles and vice versa.
2. Demand-response service with non-fixed routes based on client requests.
3. Transporting ambulatory persons, individuals in wheelchairs, and those using stretchers.
4. Compliance with ADA standards for vehicles used in the service.
5. Service delivery across four designated zones within Gwinnett County:
- Zone One: Auburn, Dacula, Centerville, Grayson, Lilburn, Lawrenceville
- Zone Two: Buford, Sugar Hill, Suwanee, Braselton, Rest Haven, Hoschton
- Zone Three: Loganville, Snellville, Stone Mountain, Tucker
- Zone Four: Duluth, Doraville, Norcross, Peachtree Corners
6. A minimum of three working days' notice required for trip requests.
7. Standard service hours from Monday to Sunday between 6:00 a.m. and 6:00 p.m., with additional fees applicable for trips outside these hours.

Period of Performance
The contract will be executed on an annual basis with four (4) additional one-year options to renew.

Place of Performance
Services will be performed throughout Gwinnett County in designated zones.
