RFQ Ohoopee Regional Library System

Background
The Ohoopee Regional Library System, through the Vidalia Toombs County Library Board of Trustees, is seeking proposals for pre-construction and construction services as a Construction Manager at Risk (CMR) for the addition and renovation of the City of Lyons Nelle Brown Memorial Library.
The project is funded by State of Georgia Capital Outlay funds, with additional matching funds from the City of Lyons, the Toombs County Board of Commissioners, and local donations.
The total budget for this project is $3,000,000, which covers all costs including consultant fees, permits, furniture, equipment, construction, and site development.

Work Details
The CMR will be responsible for:
- Collaborating with DPR Architecture to develop component bid packages during construction.
- Providing preconstruction services such as technical review, cost verification, cost evaluation, value engineering, schedule development and evaluation.
- Managing construction methods and safety protocols.
- Coordinating work schedules and miscellaneous contracts to ensure project completion within budget and timeline.

The project involves renovating the existing 4,025 square feet library space and adding approximately 1,720 square feet to expand the Children's area and meeting room. Key issues to address include updating HVAC systems to be more sustainable, improving electrical infrastructure to support current technology needs, enhancing restroom facilities to meet ADA standards, creating dedicated programming spaces for children and teens, and ensuring adequate storage.

Period of Performance
Construction documents are anticipated for completion in February 2026 with construction expected to begin as soon as March 2026.

Bidder Requirements
Firms must meet specific qualifications including:
- Not being debarred or suspended from bidding by any agency.
- Sufficient bonding capacity demonstrated by documentation from a bonding company.
- Current Contractor’s Public Liability Insurance policy with specified coverage amounts.
- Valid licenses to operate in Georgia including a GC license and business license.
- Demonstrated cash flow capability with a current ratio of 1.0 or higher.
- Commitment to safety evidenced by an Experience Modification Rate (EMR) of 1.2 or less over the past three years.
