Background
The City of Dalton is seeking a qualified engineering consultant to perform analysis and design for sidewalk connectivity and transportation infrastructure improvements along East Morris Street. This project aims to enhance the transportation infrastructure, creating a safer and more accessible environment while addressing challenges related to stormwater management, utility coordination, and pedestrian safety.
The project spans approximately 1.92 miles from Green Street to Walnut Avenue.
Work Details
The engineering consultant will provide the following services:
1. Sidewalk Design and ADA Compliance: Ensure compliance with the Americans with Disabilities Act (ADA), evaluate existing pedestrian infrastructure, propose modifications for accessibility, and ensure continuity of sidewalks with grassed beauty strips where feasible.
2. Curb and Gutter Design: Enhance curb and gutter for traffic safety and stormwater management.
3. Driveway Alterations: Modify existing driveways as necessary.
4. Intersection Enhancements: Include traffic signals and pavement markings as required.
5. On-Street Parking: Propose locations for on-street parking where appropriate.
6. Mid-Block Pedestrian Crossings: Evaluate feasibility for mid-block crossings within corridor limits.
7. Center Island & Raised Medians: Incorporate where appropriate for transportation design practices.
8. Landscaping Elements: Provide minimum landscaping elements including grassed beauty strips and islands for future shrub/tree planting.
9. Stormwater Management: Design new stormwater infrastructure, evaluate existing systems, and incorporate necessary drainage improvements.
10. Traffic Studies: Conduct required traffic count data collection and interpretation.
11. Utility Conflict Adjustments: Coordinate with local utilities for conflict resolution.
12. Field Survey: Obtain all necessary field survey data.
13. Construction Plans: Provide plan set iterations and accompanying documents as outlined in the program delivery narrative.
14. Right-of-Way Plans: Develop plans reflecting existing and required right-of-way for the study corridor.
15. CAD Drawings: Provide survey & final design CAD files in .dwg format compatible with Autodesk Civil3D applications.
16. Procurement Documentation Production: Assist in bid package production using the City’s standard documents, including technical specifications necessary for construction.
17. Engineer’s Estimate: Provide quantity takeoffs and cost estimations for construction services across multiple phases.

The contract is expected to commence upon selection of the engineering firm, with submissions due by July 10, 2026.
