Description

MARTA is seeking Proposals from Firms to provide Program Management Consulting support services for MARTA s Communications Based Train Control (CBTC) project that complies within FTA guidelines and reporting.
Background
The Metropolitan Atlanta Rapid Transit Authority (MARTA) operates the ninth largest transit system in North America, providing bus, rail, and paratransit services in the greater metropolitan Atlanta area. MARTA transports over 500,000 people daily in the City of Atlanta and surrounding counties.

The purpose of this Request for Proposals (RFP) is to solicit proposals from firms to provide Program Management Consulting support services for MARTA's Communications Based Train Control (CBTC) project, ensuring compliance with Federal Transit Administration (FTA) guidelines and reporting.

Work Details
The scope of work includes:

- Project Management: monitoring scope, schedule, budget, and stakeholder communications.
- Design Management: verifying vendor compliance with RFP criteria.
- Implementation Management: cutover planning, commissioning/test plans, sustained performance analysis, safety and security certification support.
- Construction Management: ensuring construction compliance, quality, safety and security.
- Operational Readiness: developing training programs, maintenance programs, standard operating procedures (SOPs), staffing and organizational recommendations.
- Administrative Services: providing monthly status reports, issue reports, conducting meetings and documenting minutes.

Period of Performance
The contract will be performed over a period starting from the award date until the completion of the CBTC project as specified in the contract terms.

Place of Performance
The services will be performed at various locations within the Metropolitan Atlanta area as required by MARTA for the CBTC project.

Bidder Requirements
Proponents must possess all necessary licenses required by the State of Georgia to perform the services. They must also be authorized to do business in Georgia. Additionally, proponents are encouraged to utilize Disadvantaged Business Enterprises (DBEs) with a goal of 15% participation in this project.
