RFP for Integrated Governmental Software System

Background
The City of Suwanee, located in Gwinnett County, Georgia, serves approximately 20,000 residents and is recognized for its high quality of life and strong financial stewardship. The city operates under a Council-Manager form of government with around 130 full-time employees across various services. This procurement aims to modernize operations through an integrated governmental software system (ERP) that enhances financial and operational reporting while ensuring compliance with GASB, GAAP, and GFOA best practices.

Work Details
The contract involves the implementation of a fully integrated ERP system that includes the following required software modules:

- Financial Management (General Ledger, Accounts Payable, Cash Receipting, Invoicing/Receivables, Project Accounting, Fixed Assets)
- Budget Development and Forecasting
- Procurement
- Grant and Contract Management
- Payroll and HR functions
- Property Tax Billing and Stormwater Utility Fee management
- Permitting and Licensing (with citizen portal)
- Reporting and Audit Trails.

Implementation services will include project planning, data conversion from the existing BS&A system, testing, quality assurance, training for end-users and administrators, ongoing support including help desk services and regular system updates. The solution must also ensure secure migration of historical data.

Period of Performance
The anticipated go-live date for the new system is between 2026-2027 following the proposal submission deadline on November 14, 2025.

Place of Performance
The contract will be performed in Suwanee, Georgia.

Bidder Requirements
Vendors must demonstrate compliance with GASB and GAAP requirements. They are required to provide a detailed proposal that includes technical architecture details such as hosting options and security assurances like SOC 2 Type II reports or ISO/IEC 27001 certifications. Additionally, vendors must provide evidence of previous implementations in similar municipalities within the last 48 months.
