Background
The Atlanta Regional Commission (ARC) is the regional planning and inter-governmental coordination agency for the Atlanta region. They are soliciting proposals from qualified private sector firms to implement an electric vehicle (EV) charging project funded under the federal Charging and Fueling Infrastructure (CFI) program. In January 2024, the U.S. Department of Transportation / Federal Highway Administration (USDOT/FHWA) awarded a CFI grant of $6.1 million to ARC, which will be leveraged with private sector investments to expand the number of Level 2 EV charging stations at everyday destinations throughout the region.

Work Details
The project involves installing a minimum of 75 Level 2 electric vehicle charging stations, each with at least four charging ports, across 19 counties in the Atlanta region. The Electric Vehicle Charging Partner (EVCP) must provide a minimum 20% match of non-federal funds ($1,530,017) to access federal funds. The work includes site location, permitting, design, utility construction, equipment installation, and testing/validation.

Phase 1 involves site selection and environmental clearance with $200,000 in federal funding already obligated. Phase 2 will involve purchasing and installing equipment at selected sites with $5,920,067 in federal funds contingent on successful completion of Phase 1.

Period of Performance
The entire project must be completed by March 31, 2029. Phase 1 work must conclude by March 31, 2026.

Place of Performance
The project will be performed within the Atlanta Metropolitan Transportation Planning Area covering all or parts of Barrow, Cherokee, Carroll, Clayton, Cobb, Coweta, Dawson, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Rockdale, Spalding, and Walton counties.

Bidder Requirements
The EVCP must demonstrate experience in EV charging infrastructure installation and operation. Proposals must include a detailed business model for providing free electricity to consumers for a minimum of five years. The EVCP must also comply with federal standards for EV charging equipment as defined in 23 CFR 680.
