Background
The Groundwater Sustainability Program (GSP) is a joint initiative by Bryan and Bulloch Counties in Georgia, aimed at managing and mitigating the impacts on the Floridan aquifer wells.

The GSP invites qualified contractors to submit proposals for On-Call Well Services to assist with well repair and maintenance needs over a three-year period, with an option for extension. The program is designed to ensure compliance with Georgia EPD Groundwater Use Permits and to address significant impacts to existing eligible wells within the mitigation area.

Work Details
Contractors will provide supervision, labor, equipment, materials, and tools necessary for inspecting, repairing, replacing, or installing water pumping systems associated with well mitigation.

Specific tasks include:
- Pulling water well pumps
- Pump installation
- Water well rehabilitation
- Well casing repairs and installations
- Electrical service installation related to well mitigation
- Conducting free-flowing well head pressure tests
- Aquifer tests
- Measuring water levels.

Contractors must maintain electronic customer history and respond to emergencies 24/7. All work must comply with applicable federal, state, and local regulations.

Period of Performance
The contract will be performed over a period of three years from the date of award with an option for extension.

Place of Performance
All work will be performed within Bryan and Bulloch Counties in Georgia.

Bidder Requirements
Contractors must have at least five years of experience in providing water well drilling and pump services. They must hold valid licenses as Water Well Drillers and Water Well Pump Installers in Georgia.

Contractors should be located within a 100-mile radius of the mitigation area and be in good financial standing. They must also have sufficient personnel and equipment to handle service requests from the GSP.
