RFP #26-045 Asbestos Abatement Services

Background
The City of Albany, Georgia, is seeking proposals from qualified firms to provide asbestos abatement services for residential and commercial properties. This initiative aims to ensure that abandoned structures scheduled for demolition are safe and free from hazardous materials. The contract will initially be for one year, with the option to renew for three additional one-year terms based on performance and price stability.

Work Details
The contractor will provide on-call asbestos abatement services, which include:

1) Compliance with industry standards and regulations (Georgia EPD Regulations and US EPA’s NESHAP Regulations).

2) Required documentation including project reports, asbestos waste disposal records, and certification of proper removal.

3) Personnel must maintain active Georgia Asbestos Abatement Contractor licensing.

4) Services must cover various types of asbestos removal including floor tile, popcorn ceiling, drywall, exterior siding, roofing shingles, and pipe insulation.

5) The contractor must respond to any identified Asbestos-Containing Material (ACM) not listed in the initial survey immediately.

6) A written Service Agreement/Contract incorporating all terms outlined in the RFP is required.

Period of Performance
The contract will last for one year with the possibility of three additional one-year renewals based on performance. Work must be completed within twenty-five (25) calendar days from receipt of an abatement request.

Place of Performance
Services will be performed at various residential and commercial properties identified by the City of Albany's Code Enforcement Department.

Bidder Requirements
Bidders must be Georgia-licensed contractors with active Asbestos Abatement Contractor licensing. They must also comply with the Georgia Security and Immigration Compliance Act, provide proof of insurance coverage (including Professional Liability), and submit a Certificate of Non-Collusion with their proposal.
