Description

The Henry County Board of Commissioners is accepting proposals from qualified vendors to operate and manage a concession, smoothie and/or coffee bar within the North Mt. Carmel Recreation Center. The selected operator will be responsible for providing high-quality, consistent food and beverage service in a safe, clean and customer-focused environment. The Contractor shall furnish all labor, materials, equipment, and services required to fulfill the terms and conditions of this solicitation. Proposals will be accepted until 3:00 PM local time on October 8, 2025. Late proposals will not be considered nor returned. Proposals submitted by mail, common carrier or delivered in person will be received by Henry County, Purchasing Department, located at 140 Henry Parkway, McDonough, GA 30253. Electronic bids are to be submitted through the County's eProcurement Portal at (https://procurement.opengov.com/portal/henryga). Emailed or faxed proposals will not be considered.
Background
Henry County Government is seeking proposals from qualified vendors to operate and manage a concession, smoothie, and/or coffee bar within the North Mt. Carmel Recreation Center. The selected operator will be responsible for providing high-quality, consistent food and beverage service in a safe, clean, and customer-focused environment. The Proposer must operate the facilities on a self-sustaining basis without financial support from the County.

Work Details
The vendor shall operate the concession/smoothie/coffee bar Monday through Saturday, aligning hours of operation with peak activity times at the recreation center. They must provide all necessary equipment and supplies for daily operations, including appliances, furnishings, point-of-sale systems, and consumables.

The vendor is responsible for maintaining cleanliness and sanitation in compliance with local health regulations. The menu will be approved by the Henry County Parks and Recreation Director, and no alcoholic beverages may be sold. All employees must undergo State and Federal Criminal Background Checks at no cost to the County. Financial audits may be conducted biweekly to verify sales reported by the vendor. Proposals can be submitted under two fee models: a set monthly fee or a revenue-sharing model based on gross sales.

Period of Performance
The initial contract term is one year from execution, with options to renew for two additional one-year periods. Renewals will be made 60 days prior to expiration.

Bidder Requirements
