RFP 26-016 Sidewalk Restoration and Construction 2026

Background
The City of Commerce is issuing this Request for Proposal (RFP) to engage a qualified contractor for the restoration of existing sidewalks and construction of new sidewalks at designated locations within the city. The project aims to improve pedestrian safety, ADA accessibility, and connectivity to parks and community facilities. The selected contractor will be responsible for all labor, materials, equipment, supervision, permitting, and coordination necessary to complete the project as outlined by the Public Works Department.

Work Details
The contractor shall perform all work necessary for the repair, replacement, and construction of designated sidewalks. Specific tasks include:
1. Restoration and construction of sidewalks at various locations including Homer Street (approximately 400 feet), Ridgeway Street (approximately 350 feet), and Carson Street (approximately 600 feet).
2. Sidewalks must be constructed with 4000 PSI concrete, a minimum width of 5 feet, and thicknesses of 4 inches on regular walkways and 6 inches when crossing driveways.
3. All work must comply with GDOT standards and specifications.
4. The contractor is responsible for obtaining all necessary permits, maintaining traffic control during construction, coordinating utility locations, restoring disturbed areas to original conditions or better, and submitting material test results prior to use.

Period of Performance
The contract period shall not exceed 120 days from the time the notice to proceed is provided until completion of the project.

Place of Performance
The work will be performed at designated locations within the City of Commerce, Georgia.

Bidder Requirements
Contractors must provide proof of liability and worker's compensation insurance before work can begin. They must also comply with the Illegal Immigration Reform and Enforcement Act by completing an affidavit verifying participation in the E-Verify program. Additionally, contractors are required to submit a bid bond equal to 5% of the base bid amount.
