RFP 25-296-T Liberty Square Park Revitalization

Background
The City of Roswell, Georgia is seeking bids for the Liberty Square Park Revitalization Project, aimed at enhancing community outcomes in areas disproportionately impacted. This project is funded through the American Rescue Plan Act and focuses on improving neighborhood amenities and infrastructure. The park is located at 1280 Mission Hills Court, Roswell GA 30076.

Work Details
The contractor will provide construction and general contractor services for the revitalization of Liberty Square Park. The scope includes but is not limited to:
- Construction of new amenities as per Liberty Park Plans
- Compliance with CLEB 25-GA-09705-01 GEO
- Conducting a Flood Study
- Implementing Storm & Sewer Plans
- Preparing a Hydrology Report

All work must adhere to project specifications, drawings, and applicable local, state, and federal regulations. The contractor must also procure necessary permits including a Right of Way permit from RDOT.

Period of Performance
The contract work is expected to commence upon receipt of a written Notice to Proceed from the City. Substantial completion must be achieved within 334 calendar days. The targeted groundbreaking is set for late November or early December 2025, with a completion deadline by October 2026.

Place of Performance
The work will be performed at Liberty Square Park, located at 1280 Mission Hills Court, Roswell GA 30076.

Bidder Requirements
Bidders must possess a General Contracting License and meet pre-qualification requirements established by the City of Roswell. This includes providing evidence of experience with similar projects, references from past projects, and ensuring compliance with various laws such as E-Verify and Drug-Free Workplace policies.
