Rfp 2026-30 Hazard Mitigation Plan Update

Background
The Tattnall County Board of Commissioners and the Tattnall County Emergency Management Agency (EMA) are seeking qualified and responsible bidders to submit proposals for a turnkey Hazard Mitigation Plan. The goal of this contract is to produce a GEMA/FEMA approved Hazard Mitigation Plan for Tattnall County, ensuring compliance with state and federal requirements. The EMA Director will provide coordination support but will not handle the work required for the project's success.

Work Details
The successful bidder will be responsible for conducting all required meetings, gathering necessary information, documenting all items needed for the plan, managing budgetary needs including financial monitoring and documentation to ensure match requirements are met, and ensuring that payments are requested and received by the County.

All work required to obtain a state and federally approved plan must be completed by the successful bidder. The final plan must be submitted to GEMA and FEMA on or before April 14, 2026, to receive approval prior to the existing plan's expiration on November 14, 2026.

Period of Performance
The contract work is expected to be completed by April 14, 2026.

Tattnall County, Georgia.

Bidder Requirements
Bidders must provide evidence of their history/experience with projects of this scope and scale, including completion of GEMA/FEMA approved Hazard Mitigation Plans. They must also provide evidence of worker’s compensation coverage as required by state and federal law, liability insurance with a minimum coverage of $1,000,000 per occurrence for the term of the contract, a valid business license, a completed W-9 form, a completed E-Verify affidavit, a statement of compliance with all applicable laws, and a list of three references with contact information.
