The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from qualified firms to provide all personnel, materials and services necessary to provide Parking Management Services for the City s Public Parking System. The City desires to transform its on-street parking and City-managed parking lot operations to improve the accessibility of Woodstock s downtown business district. The City expects that exceptional governance and design; easy to understand, use and monitor space-metering; consistent and fair enforcement; and equitable and efficient collections, will result in a welcoming and accessible downtown Woodstock parking experience, impression, and reputation. The successful PROPOSER shall provide overall management and consulting services of select City surface lots, on-street parking assets including but not limited to parking enforcement, parking payment system management & maintenance, equipment procurement, technology deployment, revenue collection, citation management, complaint resolution, specialized training, community outreach, coordination on parking matters with local businesses, and event parking planning. In addition, the PROPOSER shall provide parking data, analysis, and recommendations on rates, expansion of parking spaces and other parking matters.
Background
The City of Woodstock, Georgia, located in the Metropolitan Atlanta area, is a rapidly expanding city that has grown significantly over the past two decades. The city aims to balance parking needs among businesses, restaurants, and residents to ensure economic vitality and safety.

Currently, there are approximately 1,100 publicly owned parking spaces, with plans for a new 635-space parking garage by January 2025. The City seeks to implement paid parking in high-demand areas to enhance accessibility and management of its public parking system.

Work Details
The successful proposer will provide comprehensive Parking Management Services including overall management and consulting for city surface lots and on-street parking; parking enforcement; management of a parking payment system; equipment procurement; technology deployment; revenue collection; citation management; complaint resolution; specialized training for personnel; community outreach; coordination with local businesses on parking matters; event parking planning; and providing data analysis and recommendations regarding rates and expansion of parking spaces.

Specific services include managing enforcement of parking regulations, collecting revenues from paid parking, ensuring accountability for collected funds, providing operational training for staff, maintaining equipment functionality at least 90% of the time, developing outreach programs for merchants and residents, and conducting regular evaluations of the parking program.

Period of Performance
The contract is intended to last four (4) years with one possible two (2) year extension. The timeline for implementation will be determined following the award of the contract.

Services will be performed within the City of Woodstock, Georgia.
