RFIQ# 25-135-Z Large Water Meter Testing

Background
The City of Roswell is seeking a qualified contractor to conduct annual meter testing services for large water meters ranging from 1.5 inches to 8 inches. The goal of this contract is to ensure the accuracy of the water meters, which is essential for the city's water management and billing processes.

Work Details
The contractor will conduct annual testing services for approximately 100 large water meters each year, distributed as follows:
- 13 meters of 1.5 inches
- 17 meters of 2 inches
- 17 meters of 3 inches
- 15 meters of 4 inches
- 20 meters of 6 inches
- 18 meters of 8 inches.
Testing will occur within a sixty-day window every year between February and April, with final deliverables due in May. Additionally, pricing for on-call small meter testing (5/8” x ¾”, ¾”, and 1”) will be included for third-party verification to resolve customer disputes over consumption. The contractor must provide a Meter Accuracy Report in Excel format detailing meter accuracy at low, medium, and high flow rates according to the American Water Works Association’s M6 manual for meter testing. The report must include meter serial and ID numbers, photographs of the meters, calibration requirements if necessary, and any other pertinent observations.

Period of Performance
The contract will commence upon the effective date and continue for a period of three years with an option to renew for two additional one-year terms. The expiration date is set for the year 2030.

Place of Performance
The services will be performed within the City of Roswell, Georgia.

Bidder Requirements
Contractors must comply with the E-Verify program to verify employment eligibility of all newly hired employees. They are also required to provide proof of compliance with the Workers’ Compensation Act while performing work for the City. The contractor must be a prime contractor responsible for all subcontractor work and secure compliance attestations from any subcontractors regarding E-Verify requirements.
