RFB 2026 - 01 - CDBG - Walkable Woodstock - Dupree Road Sidewalk Connection

Background
The City of Woodstock, Georgia is accepting bids from qualified contractors to improve pedestrian access and safety by constructing new sidewalk infrastructure along Dupree Road. This project, referred to as the 'Project', aims to create a safe and accessible connection by installing sidewalk and trail segments along Dupree Road from Market Street to the eastern edge of the I-575 bridge. The City has received Community Development Block Grant (CDBG) funds from Cherokee County, which are passed through the U.S. Department of Housing and Urban Development (HUD) for public facility improvements in a low-to-moderate income area.

Work Details
The contractor will be responsible for:
- Site Preparation: Removing existing obstacles, vegetation, and debris along the designated sidewalk alignment.
- Grading and Excavation: Performing necessary earthwork to establish a stable subgrade for sidewalk installation.
- Sidewalk Construction: Installing approximately 1,300 square yards of new 4-inch-thick, 8-foot-wide concrete sidewalk/multi-use trail compliant with ADA standards, including detectable warning surfaces at all curb ramps and intersections.
- Stormwater Improvements: Installing 1,700 linear feet of concrete & gutter (8” x 24”, TP 2).
- Driveway Crossings and Curb Cuts: Maintaining all driveways during construction; replacing constructed driveways in kind (asphalt for asphalt, concrete for concrete).
- Restoration and Landscaping: Restoring disturbed areas with sod, seed, or mulch; removing construction debris; using centipede sod for restoration within Parcel 2.

Period of Performance
The work must be completed within sixty (60) consecutive calendar days after a written 'Notice to Proceed' is issued by the City.

Place of Performance
The contract will be performed along Dupree Road in Woodstock, Georgia.

Bidder Requirements
Bidders must hold an active prequalification status with the Georgia Department of Transportation (GDOT) prior to submission. All contractors and subcontractors must be eligible to receive federal funds and have an active registration on SAM.gov. A certified check or bid bond equal to at least five percent (5%) of the total bid amount is required. Upon award, contractors must provide a performance bond and payment bond equal to 100% of the contract amount.
