Resurfacing Project (LMIG 2025)

Background
The City of Douglasville is seeking competitive sealed bids for a road resurfacing project known as RFB 2025-011 (Resurfacing Project – LMIG 2025). This project is part of the City's annual resurfacing program, funded in part by the Georgia Department of Transportation through the Local Maintenance and Improvement Grant (LMIG). The goal is to enhance the road infrastructure within the city limits by resurfacing approximately 10.8 miles across 40 streets, which include a mix of local streets and minor collector roads.

Work Details
The work involves plant-mix asphalt resurfacing across 40 streets within Douglasville. The contractor will be responsible for milling, full-depth patching, leveling course as needed, and final surface paving with 9.5mm asphalt. Additional tasks include thermoplastic striping, speed hump construction, signal loop installation, and shoulder dressing.

Specific tasks include:
- Milling: Full width milling at 1.5” depth; additional depth may be required.
- Patching: Full depth patching to remove failed asphalt using 19mm binder asphalt.
- Graded Aggregate Base (GAB): Installation and compaction of GAB where necessary.
- Leveling: Spot basis leveling to restore crown or correct rutting.
- Asphalt Topping: Final surface lift with Superpave Type II asphalt.
- Utility Adjustments: Adjust utilities flush with final paved surface.
- Speed Humps: Constructed to specified dimensions using concrete blocks.
- Traffic Control: Maintain safe traffic conditions during work.

Period of Performance
The contract work must be completed within 180 calendar days from the issuance of the Notice to Proceed by the City of Douglasville.

Place of Performance
The work will be performed within the city limits of Douglasville, Georgia.

Bidder Requirements
Bidders must submit a bid bond equal to five percent (5%) of the total bid price. A performance bond and payment bond each at 100% of the contract value will be required from the selected contractor. Bidders must also comply with E-Verify requirements and provide affidavits confirming compliance with Georgia's Security and Immigration Compliance Act. Additionally, bidders must hold a valid Occupational or Business License and a Certificate of Existence from the Georgia Secretary of State.
