Request for Qualifications (RFQ) 2025-039: Design Services for Michelle Obama Trail Extension from S

Background
The County of DeKalb, GA is soliciting sealed responses for Request for Qualifications (RFQ) 2025-039 to provide design services for the Michelle Obama Trail Extension. This project aims to extend the multi-use trail from the existing South River Trail at Waldrop Road to Flakes Mill Road near Narvie Harris Elementary School, with a total length of approximately 2.8 miles. The goal of this contract is to engage a qualified consultant to deliver comprehensive engineering design services in accordance with the Georgia Department of Transportation's Plan Development Process.

Work Details
The selected consultant will provide all preliminary engineering design services necessary for the project, which includes:
1. Designing a new multi-use trail from Waldrop Road to Flakes Mill Road.
2. Following the Georgia Department of Transportation’s Plan Development Process (PDP) for concept reports through final design.
3. Ensuring that all services meet the standards and requirements set forth by DeKalb County and GDOT.

Period of Performance
The contract will remain in effect until successful completion of the preliminary engineering phase of the project, with a maximum contract term of five (5) years if additional construction revisions are needed.

Place of Performance
The work will be performed in DeKalb County, Georgia, specifically along the route from South River Trail at Waldrop Road to Flakes Mill Road.

Bidder Requirements
Firms must meet a 15% overall annual goal for Disadvantaged Business Enterprise (DBE) participation on this project. There is no Local Small Business Enterprise (LSBE) goal set for this project. Respondents must be prequalified in the required Area Classes as specified in the RFQ.
