Request For Proposals For Engineering Services

Background
Cook County is seeking qualifications and proposals for the selection of an Engineering Firm to provide essential pre- and post-award services for various community and economic development projects. The County aims to address urgent public infrastructure improvements, including water, sewer, street paving, and drainage.

The projects may be funded through federal and state programs such as Community Development Block Grant (CDBG), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds via the Georgia Department of Community Affairs (DCA). The selection process will prioritize firms based on their qualifications related to community needs, with a commitment to Affirmatively Further Fair Housing under Section 3 of the HUD Act of 1968.

Work Details
The selected Engineering Firm will provide a range of services including:
- Preparing preliminary engineering reports
- Planning and design
- Cost estimating
- Bidding and contracting
- Construction oversight
- Quality control
- Project closeout.

Additionally, all engineering contracts must include obtaining and maintaining Build America Buy America (BABA) documentation during construction, which must be certified at project completion. The firm will also need to provide necessary documentation for CDBG applications, including maps and cost estimates. Cost estimates should cover all aspects from start to final close-out, including preparation of plans, surveying, bid documents, assistance in bid opening, bid analysis, contractor performance management, inspections, change orders preparation, and submission of required reports to DCA.

Period of Performance
The contract will be performed over a limited time period based on the funding availability from grants. Specific timelines for deliverables such as the draft preliminary engineering report are expected within 30 days after selection as project engineer.
