Request for Proposals: Fixed Base Operator

Background
The Paulding County Airport Authority (PCAA) is seeking proposals for the operation and management of a Fixed Base Operation (FBO) at the Paulding Northwest Atlanta Airport in Dallas, Georgia. This airport, which opened in 2008, is designed to support a range of general aviation activities and aims to stimulate the local economy through job creation and business support. The successful proposer will be selected based on their ability to provide the greatest return to PCAA through lease terms, development plans, and overall benefits to the community.

Work Details
The selected firm will manage a Fixed Base Operation (FBO) that includes:

1. **Facility Requirements:**
- Minimum of 2,500 sq. ft. of inside space for public restrooms, lobby area, waiting area, pilot’s lounge, briefing room, sleep room, and FBO office space.
- Minimum of 1,000 sq. ft. of dedicated office space for FBO employees with necessary facilities.
- Minimum of 2 acres of ramp space for transient aircraft parking and tiedown.
- Minimum of 24,000 sq. ft. of hangar space for aircraft storage.
- A dedicated fuel farm with a minimum total storage capacity of 20,000 gallons for Jet A and AvGas.

2. **Services Provided:**
- Full-service fueling for both piston and jet aircraft.
- Hangar management and ramp management.
- Ground Support Equipment availability appropriate for typical airport usage.
- Additional services such as aircraft rental, maintenance, flight instruction, charter operations, etc.

3. **Operational Requirements:**
- Maintain minimum operating hours from 8 AM to 6 PM daily except major holidays.
- Provide trained staff for aircraft servicing and customer service.

Period of Performance
The contract period is expected to be an initial term of five years with an option for one five-year renewal.

Paulding Northwest Atlanta Airport, Dallas, Georgia.

Bidder Requirements
Proposers must demonstrate their ability to finance and manage the project effectively. They must also comply with the Airport's Minimum Standards for Fixed Base Operations as outlined in Section S of the Airport’s Minimum Standards Document.
