The county seeks to establish a coordinated strategic framework that aligns departmental priorities, budgeting, and performance measures through the development of a comprehensive, Board-adopted countywide strategic plan.
Work Details
The contractor will provide professional strategic planning services through the following phases:
- Phase 1: Planning & Stakeholder Engagement
- Phase 2: Strategic Plan Development
- Phase 3: Board Adoption
- Phase 4: Department Alignment
- Phase 5: Implementation & Monitoring.
The project objectives include developing a 3-5 year strategic plan, establishing 4-6 countywide goals, aligning departments to priorities, creating measurable KPIs, integrating with budgeting, and developing a public dashboard. Proposers must provide detailed itemized pricing including phase-based costs, meeting costs, hourly rates, deliverables, and reimbursable expenses.
Period of Performance
The work is expected to commence no later than January 1, 2027, with planning meetings starting within thirty (30) days of notice from the Department Director.
Place of Performance
The services will be performed in Jackson County, Georgia.
Bidder Requirements
Proposers must comply with the Georgia Illegal Immigration Reform and Enforcement Act of 2011 and complete the Contractor Affidavit. Selected vendors are required to provide proof of liability and workers' compensation insurance before work begins. General Liability should cover $1 million per incident for bodily injury and property damage. The proposal must include a cover letter, qualifications, approach, work plan, team details, cost proposal, references, and any required forms such as the Immigration Affidavit.
