PNA-484-122225 Planning Consultant Services

Background
The Georgia Department of Transportation (GDOT) is issuing a Public Notice of Advertisement (PNA) to inform the consultant community about an upcoming Request for Qualifications (RFQ) opportunity for Planning Consultant Services.

The goal of this contract is to conduct multi-modal countywide and corridor transportation studies, Interstate Access Justification Reports (IAJR), and traffic analysis.

Work Details
The consultant shall provide planning consultant services that include: performing multi-modal countywide and corridor transportation studies, completing Interstate Access Justification Reports (IAJR), and conducting traffic analysis.

The scope of work must detail the consultant’s approach/methodology for conducting Countywide and Corridor studies and for completing IAJRs. Additionally, the consultant should be capable of providing comprehensive services through its own forces or via sub-consultant team members as needed throughout the project cycle.

The Prime Consultant must be prequalified by GDOT in the following area classes:
1. 1.01 Statewide Systems Planning
2. 1.02 Urban Area and Regional Transportation Planning
3. 1.05 Alternate System and Corridor Location Planning.

The team must also include members prequalified in:
1. 1.10 Traffic Studies
2. 1.11 Traffic and Toll Revenue Studies
3. 1.12 Major Investment Studies
4. 1.13 Non-Motorized Transportation Planning
5. 3.06 Traffic Operations Studies.

Period of Performance
The RFQ issuance date is scheduled for November 14, 2025, with statements of qualifications due by December 22, 2025.

Place of Performance
The services will be performed in Georgia, specifically under the jurisdiction of the Georgia Department of Transportation.

Bidder Requirements
The Prime Consultant must be prequalified by GDOT in specified area classes as outlined above. This includes both the Prime Consultant and any sub-consultants who must also meet prequalification requirements.
