Planning Support Services Qualifications Solicitation

Background
The Georgia Department of Transportation (GDOT) is seeking Statements of Qualifications (SOQs) from qualified firms or organizations to provide Planning Support Services. The goal of this contract is to enhance GDOT's capabilities in transportation planning through specialized expertise and project management support. This RFQ aims to identify potential providers for the scope of services outlined in Exhibit I.

Work Details
The selected consultant will provide embedded support services to assist GDOT in-house planners with general planning activities, including:

1) Metropolitan Planning Organization (MPO) Planning and Coordination, which encompasses the MPO Transportation Improvement Program (TIP) development process, TIP administrative modifications, review of federal documents such as the Unified Planning Work Program (UPWP), Metropolitan Transportation Plan (MTP), Participation Plan (PP), and Congestion Management Plan (CMP).

The consultant will also attend Technical Coordination Committee (TCC) and Policy Committee (PC) meetings as needed. The anticipated scope of work for the project/contract is included in Exhibit I.

Period of Performance
The contract will be an On-Call Indefinite Delivery, Indefinite Quantity contract lasting for three years, with an option to extend for up to five additional years.

Place of Performance
The services will be performed primarily at GDOT's offices located at One Georgia Center, 600 West Peachtree Street, NW, Atlanta, Georgia 30308.

Bidder Requirements
Firms must be prequalified by GDOT in the following Area Classes:

1.01 Statewide Systems Planning
2.02 Urban Area and Regional Transportation Planning.

Additionally, there is an 11% overall annual goal for Disadvantaged Business Enterprise (DBE) participation on all federally funded projects.
