Physical Access Control System (PACS)

Background
The City of Thomasville is seeking proposals from qualified firms to provide a comprehensive Physical Access Control System (PACS) to secure municipal buildings, critical infrastructure, and other government facilities. The PACS will replace or upgrade existing systems to improve safety for employees, the public, and assets while ensuring compliance with applicable security standards. Funding for this project has been provided through the Infrastructure Investment and Jobs Act and the Federal Fiscal Year 2022 State and Local Cybersecurity Grant Program.

Work Details
The contractor will furnish and install a complete card access control system that includes:
- A web-based management system
- Card readers
- Door strikes
- Electrified latches
- Access cards
- Magnets
- All labor and materials required for installation.

The system must control and monitor access to municipal buildings, provide secure credential-based access for employees, contractors, and visitors, enable centralized management and reporting, integrate with existing municipal IT and security systems, and ensure compliance with local, state, and federal regulations. Specific requirements include:
- Keycard, ID Badge (Cardfob), PIN, and/or Biometric Access Control Readers
- Centralized access management dashboard
- Real-time monitoring and access logs
- Scheduling access intervals
- Vault security
- Emergency Lockdown capabilities
- Role-based and zone-based access control
- Visitor management capabilities
- Alerts for unauthorized access attempts
- Audit logs and reporting features for compliance.

Period of Performance
The contract will commence upon award in June 2025 with implementation planned for summer 2025.

Bidder Requirements
Bidders must have a service and installation office that is open during normal business hours. They must maintain a business telephone number answered during these hours. Bidders must provide an emergency contact number for after-hours calls. They must be authorized dealers of specified manufacturers with trained installers certified by the manufacturer in configuration, programming, and service of the security system. Additionally, bidders must have a Unique Entity Identifier (UEI) number and be registered on www.sam.gov.
