Description

The Brunswick-Glynn Joint Water and Sewer Commission (JWSC) requests contractors to submit bids for furnishing all skill, labor, materials (unless noted otherwise), tools, equipment and incidentals required to construct complete, in place, and ready to operate eight (8) Cummins permanent generator installations of various sizes at six (6) separate locations in Glynn County and the City of Brunswick, Georgia, Sealed bids will be received by the Brunswick-Glynn County Joint Water and Sewer Commission (JWSC) at the JWSC s Office of the Procurement Director, 1703 Gloucester Street, Brunswick, Georgia 31520 until 12:00 NOON EST on Wednesday, April 2, 2025, at which time and place they will be publicly opened and read aloud. This project is partially funded with Federal Emergency Management Agency (FEMA) funds that are administered by the Georgia Emergency Management Agency / Homeland Security (GEMA/HS) Hazard Mitigation Program (HMGP). The JWSC is a subrecipient of this award and shall follow those guidelines. As a result, Federal Procurement Standards apply as defined in the Code of Federal Regulations under Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Specifically all procurement activities for this solicitation must follow the procurement standards as detailed in 200.318 through 200.327, https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200. Please be advised that photo documentation of installations, confirmation of flood elevation issues, and strict record keeping are required. The firms must comply with all applicable state, local and federal regulations related to the services provided to the JWSC. Background
The Brunswick-Glynn Joint Water and Sewer Commission (JWSC) is seeking contractors to submit bids for the installation of eight (8) Cummins permanent generators at six (6) locations in Glynn County and the City of Brunswick, Georgia.
This project is partially funded by FEMA through the Georgia Emergency Management Agency's Hazard Mitigation Program, requiring adherence to federal procurement standards.

Work Details
The contract involves the installation of owner-provided generators and automatic transfer switches, including:
- Installation of concrete pads for generator placement.
- Installation of necessary conduits and conductors at each site.
- Relocation of existing onsite generators to designated locations.
- Coordination with Georgia Power and SCADA termination.
- Start-up assistance and final site restoration.

Each site must maintain operational continuity during generator replacement, necessitating a detailed work sequence to manage downtime or provide temporary power solutions.

6. Airport WPF - 300 kW.

Period of Performance
The contractor is expected to complete all work within 270 calendar days from the Notice to Proceed, with a timeline of 240 days for Substantial Completion followed by an additional 30 days for Final Completion.

Place of Performance
The work will be performed at six locations in Glynn County and the City of Brunswick, Georgia.
