Parking Management Software

Background
Savannah State University (SSU) is issuing an Electronic Request for Proposal (eRFP) to establish a contract with a qualified supplier for Parking Management Software. This procurement is in accordance with the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.). The goal is to select one supplier that can provide a comprehensive solution to enhance parking operations, improve compliance management, and streamline financial processes consistent with State of Georgia policies.

Work Details
The awarded vendor will provide a cloud-based parking management software system that supports the full lifecycle of campus parking operations, including:

1. Permit Management: Online permit sales for students, faculty/staff, visitors, and special events; issuance of physical permits, digital/ePermits, and license-plate-based permits; tiered and event-based permit structures; integrated payment processing.

2. Enforcement Tools: Mobile license plate recognition compatibility; real-time verification of permit status; offline enforcement modes.

3. Citation and Appeals Management: Issuance of citations via mobile devices; automated notifications; online appeals process.

4. Event and Visitor Parking: Online visitor registration and temporary permits; event parking management.

5. Financial Management: Configurable fee schedules; PCI-compliant payment processing; revenue reporting tools.

6. Reporting and Analytics: Standardized dashboard reports; custom report builder; real-time analytics.

7. Integrations: Support for integration with university identity management systems, student information systems (e.g., Banner), HR/payroll systems, payment gateways, and enforcement devices.

Period of Performance
The initial contract term will be for one year from the date of award, with four potential one-year renewals at the discretion of the State Entity.

Place of Performance
The services will be performed at Savannah State University in Savannah, Georgia.

Bidder Requirements
Vendors must demonstrate experience with higher education or public sector clients and provide references from at least three comparable institutions. The solution must avoid vendor lock-in and support full data extraction at contract end. Vendors must comply with all applicable State of Georgia laws, including purchasing regulations and IT security standards.
