PA026-26 Provision of Backflow Testing and Re-Testing on an Annual Contract

Background
The Gwinnett County Board of Commissioners is seeking competitive sealed bids from qualified service providers for the Provision of Backflow Testing and Re-Testing on an Annual Contract. This contract includes four options to renew and will serve various departments within Gwinnett County. The goal is to ensure compliance with safety and regulatory standards regarding backflow prevention assemblies.

Work Details
The selected service provider will be responsible for supplying all labor, equipment, tools, and vehicles necessary to inspect and perform testing on backflow prevention assemblies assigned by the County. The work includes locating, inspecting, assessing, flushing, and testing backflow prevention assemblies.

The County owns approximately 750 backflow assemblies that will need annual inspection/testing. Testing procedures must adhere to the guidelines set forth in the University of Southern California Foundation for Cross-Connection Control and Hydraulic Research Manual. Reports must be submitted electronically within 10 days after testing completion, along with any required photographs of the devices before and after testing.

The service provider must verify details such as Meter #, Serial #, Type, Size, Make, Model, and Location of each assembly. Failed assemblies must be reported within 2 business days.

Period of Performance
The contract will commence upon award and will include an initial term with four (4) options to renew for additional 12-month periods.

Place of Performance
The services will be performed at various locations throughout Gwinnett County, Georgia.

Bidder Requirements
Bidders must provide a minimum of three verifiable references for similar work completed in the last three years. All field staff must wear identification badges and vehicles must display company logos. Bidders must be properly licensed/certified in Georgia and listed on the Gwinnett County Department of Water Resources approved Backflow Prevention Device Testers List at the time of award.

Insurance requirements include general liability coverage with specific limits and endorsements as outlined in the solicitation.
