On-Call Storm Pipe Cleaning

Background
The City of Alpharetta is seeking proposals from qualified companies for on-call stormwater pipe cleaning and maintenance of proprietary water quality devices, such as Stormceptor and Crystal Stream. This initiative is in response to the increasing need for maintenance due to regulatory requirements under the National Pollution Discharge Elimination System (NPDES). It aims to enhance the city's proactive inspection and maintenance program for stormwater infrastructure.

Work Details
The contractor will provide on-call services that include:
1. Cleaning of stormwater pipes and structures, including pumping, removal, and disposal of materials from clogged systems.
2. Maintenance of proprietary water quality devices, requiring at least annual inspections and pumping maintenance.
3. Use of a jetting nozzle capable of simultaneous cleaning and video inspection of storm lines, with recorded footage available for review by the City.
4. Work hours are restricted to Monday through Friday from 7:00 AM to 7:00 PM, with Saturday work allowed under specific conditions.
5. The contractor must perform at least 30% of the work with their own resources and cannot subcontract without prior written consent from the City.

Period of Performance
The contract will have an initial term of one year with options for up to four additional one-year renewals at the City's discretion.

Place of Performance
The services will be performed within the jurisdictional authority of the City of Alpharetta, Georgia.

Bidder Requirements
Bidders must comply with specific insurance requirements including:
- Workers Compensation ($500,000 per accident)
- General Liability ($1 million each occurrence)
- Auto Liability ($1 million each occurrence)
- Umbrella Liability ($1 million aggregate).
Additionally, bidders must register in a federal work authorization program (E-Verify) and provide necessary affidavits regarding compliance.
