On-Call Storm Pipe Cleaning

Background
The City of Alpharetta is seeking proposals from qualified companies to provide on-call stormwater pipe and proprietary water quality device maintenance services. This initiative aligns with the City’s commitment to comply with National Pollution Discharge Elimination System (NPDES) regulations, ensuring the maintenance of stormwater pipes and structures within its jurisdiction. The City aims to enhance its inspection and maintenance program due to an increasing number of clogged storm pipes, necessitating a reliable on-call service provider. Additionally, the City continues to install new proprietary water quality devices that require annual inspections and maintenance.

Work Details
The contract will involve the following services:

1) Pumping, removal, and disposal of materials from clogged storm structures and pipes;
2) Maintenance of proprietary water quality devices such as Stormceptor and Crystal Stream;
3) Conducting basic visual inspections for all stormceptor maintenance using a template provided by the City;
4) Utilizing a jetting nozzle capable of camera inspection while cleaning;
5) Adhering to work hours: Monday to Friday from 7:00 AM to 7:00 PM, with Saturday work requiring prior notice and limited hours;
6) Traffic control must comply with MUTCD standards and can only impede traffic during specified hours;
7) The contractor must perform at least 30% of the work using their own resources without subcontracting without prior consent from the City;
8) Work will be assigned via task orders based on need, with no guaranteed baseline amount.

Period of Performance
The contract is set for an initial term of five years, starting from a date to be determined, with automatic annual renewals unless written notice of non-renewal is provided at least thirty days prior to the expiration of any term.

Place of Performance
The services will be performed within the jurisdictional boundaries of the City of Alpharetta.
