Next Generation 9-1-1 (NG9-1-1)

Background
The Georgia Department of Transportation (GDOT) is issuing this Request for Information (RFI) to gather insights from qualified vendors regarding solutions, services, and implementation strategies for a comprehensive Next Generation 9-1-1 (NG9-1-1) environment.
This initiative aims to integrate with the Department's Advanced Transportation Management System (ATMS | NaviGAtor) as part of the state's modernization efforts towards a statewide NG9-1-1 ecosystem.
The goal is to connect systems through Emergency Services IP Network (ESInet), Next-Generation Core Services (NGCS), statewide GIS datasets, and data-sharing APIs, enabling GA511 to receive standardized machine-readable incident data.

Work Details
Vendors are requested to provide information on the following areas:
A. Company Information: Company name, address, primary contact, years of experience in NG9-1-1 or public safety systems, and an overview of relevant deployments.
B. Technical Capabilities: ESInet architecture and deployment model, NG9-1-1 Core Services capabilities, call handling and multimedia support, interoperability with ATMS platforms, GIS integration features, CAD/RMS/radio interoperability, cloud-based vs. on-premise options, system redundancy and disaster recovery.
C. Cybersecurity: Security framework compliance standards, network monitoring and threat detection, data encryption and access controls, incident response processes.
D. Implementation & Support: Typical implementation timeline, project management approach, training support, ongoing maintenance/service levels, customer support structure.
E. Pricing Structure: Non-binding pricing information including costs for ESInet/NGCS, call handling equipment/software, GIS services, implementation/integration costs, recurring service fees.
F. Additional Information: Innovative features or differentiators and recommendations for deployment.

Period of Performance
This RFI is intended for market research purposes only; it does not constitute a solicitation or commitment to procure goods or services.
The timeline for responses includes vendor questions due by May 29th, 2026; responses due by July 27th, 2026; with a review period from July 28th to September 11th, 2026.

Place of Performance
The geographic location for performance is primarily within the state of Georgia as it pertains to the integration with GDOT's existing systems.

Bidder Requirements
Vendors must demonstrate experience in NG9-1-1 or public safety systems and provide detailed company information as outlined in the RFI sections A-F.
