Description

Background
Columbus Water Works (CWW) operates the existing South Columbus Water Resource Facility (SCWRF), which has a hydraulic capacity of 84 million gallons per day (MGD) and a treatment capacity of 42 MGD. Projections indicate that the existing SCWRF will exceed its treatment capacity by 2039 and its hydraulic capacity by 2034. The current plant is nearing the end of its useful life without significant rehabilitation.

Consequently, CWW plans to construct a new wastewater treatment plant to enhance both hydraulic and treatment capacities.

Work Details
The scope of services solicited includes pre-construction consultation and the construction of the new South Columbus Water Resource Facility adjacent to the existing facility. The successful Proposer will not be required to provide Performance and Payment Bonds for Pre-Construction Services Contract. However, Performance Bond and Payment Bond will be required, each amounting to 100 percent of the Guaranteed Maximum Price (GMP) Contract amount at the time of GMP Contract Agreement for Construction execution.

Period of Performance
The contract is expected to be performed until January 29, 2026, when proposals are due.

Place of Performance
The contract will be performed at the site of the new South Columbus Water Resource Facility, located adjacent to the existing SCWRF in Columbus, Georgia.

Bidder Requirements
Proposers must adhere to specific requirements outlined in the Request for Proposal, including not contacting any of the Owner’s elected officials or staff directly or indirectly after the invitation's issuance for influencing purposes. Failure to comply may result in disqualification.
