Morgan County PSC ROOF REPLACEMENT

Background
The Morgan County Board of Commissioners is seeking bids for the replacement of the TPO roofing at the Public Safety Complex located at 1380 Monticello Road, Madison, GA. The project aims to ensure the integrity and functionality of the roof for various emergency services housed within the complex, including Sheriff, Fire Headquarters, and Emergency Management. The goal is to replace the existing roof with a new system that meets current standards and provides long-term warranty coverage.

Work Details
The scope of work includes:
- Removal and replacement of the existing TPO roof over the Public Safety Office.
- Installation of a ½” high-density recovery board mechanically fastened over existing or replaced ISO.
- Use of a 60 mil TPO membrane with a manufacturer’s 20-year warranty and an installer’s 5-year leak-free warranty.
- Establishment of walkways around mechanical units and service areas.
- Removal, preservation, and reinstallation of lightning protection with a third-party UL inspection letter.
- Replacement of impacted sheet metal trim, gutters, and flashing with color-matched factory finishes.
- Enhancement of roof drainage by establishing sumps at all drains and enhancing crickets to minimum slope.
- Inspection and replacement of damaged insulation boards on a per board foot basis.
- Addition of walk pads on service sides of mechanical units and access doors.
- Coordination with engineers for inspections, scheduling updates, shop drawings, key deliveries, and any work impacting tenant or County use.

Period of Performance
The contract term will commence upon issuance of a Notice to Proceed and will continue for 120 calendar days.

Place of Performance
The work will be performed at the Morgan County Public Safety Complex located at 1380 Monticello Road, Madison, GA 30650.

Bidder Requirements
Bidders must provide proof of experience in TPO removal and replacement projects (minimum three projects in five years), experience in detention or limited access facilities (at least one project), ability to integrate new roofing systems while maintaining existing warranties, proof of insurance including general liability ($1 million), automobile liability ($1 million), workers' compensation at statutory limits, performance bond (100% of total base bid), E-Verify affidavit for employment verification, and compliance with all local laws.
