Background
The Georgia Department of Transportation (GDOT) is conducting this solicitation under its authority to procure services related to the construction and maintenance of public roads as defined in O.C.G.A 32-1-3 (24).
The goal of this contract is to acquire Mitigation Credits necessary for GDOT construction projects, ensuring compliance with environmental regulations set forth by the United States Army Corps of Engineers (USACE).
Work Details
The contractor will provide Mitigation Credits for various types of credits including Stream and Wetland credits as specified in Table 3.
The specific types of credits required include:
1) Stream Credits,
2) Advance Stream Credits,
3) Wetland Credits, and
4) Advance Wetland Credits.
The contractor must procure these credits from a USACE permitted mitigation bank that has a primary service area corresponding to the Hydrologic Unit Code (HUC) indicated in Table 7.
All procurement activities must be completed within 15 calendar days from the issuance of the purchase order. Deliverables include the purchase of the requested mitigation credits and documentation demonstrating the transfer of credit ownership to GDOT.
Period of Performance
The contract will be performed within a timeframe that begins upon issuance of a purchase order and must be completed within 15 calendar days thereafter.
Place of Performance
The geographic location for performance is primarily within the service areas designated by GDOT, specifically those corresponding to the Hydrologic Unit Codes (HUCs) listed in Table 7.
Bidder Requirements
Only contractors deemed as Qualified Contractors to provide Mitigation Credits are eligible to participate in this solicitation.
Bidders must comply with all requirements outlined in the ITB, including submission of a complete bid form and adherence to pricing structures as specified.
Additionally, bidders must certify compliance with the Statewide Sexual Harassment Prevention Policy and complete annual training if regularly interacting with State personnel.
