Description

The Jackson County Board of Commissioners is requesting qualified proposals on behalf of its Information Technology (IT) Department from licensed firms for Microsoft 365 implementation until Wednesday, July 30, 2025 at 10:00 AM EST. One original and five copies of the firm s proposals must be submitted by mail or delivery to the Jackson County Administration Building located at 4965 Jackson Parkway, Jefferson, GA 30549. Addendum 1 posted as of 7/3/25 will provide instructions for those wanting to submit electronic bids. Bids received after the due date and time will not be accepted or considered. This Statement of Work (SOW) outlines a comprehensive and structured migration strategy to transition Jackson County Government from its legacy, on-premises Microsoft Exchange environment, traditional Microsoft Office deployments, and decentralized file storage systems to a fully integrated, cloud-native Microsoft 365 ecosystem. The initiative is designed to modernize the county s IT infrastructure, streamline operations, improve employee collaboration, and enforce enterprise-grade security standards. The migration will not only enable the county to adopt modern cloud technologies but also establish a scalable digital foundation capable of supporting future innovation, compliance requirements, and more efficient work capabilities. All interested firms must download the qualifications request package and forms from the Jackson County web site or at www.vendorregistry.com. All questions and inquiries should be submitted in writing by Wednesday, July 2, 2025 at 5:00 PM EST.. Jackson County reserves the right to reject any or all submissions, to waive any technicalities or irregularities, and to award the contract based on the highest and best interest of Jackson County.
Background
The Jackson County Board of Commissioners is seeking qualified proposals from licensed firms for Microsoft 365 implementation on behalf of its Information Technology (IT) Department. This initiative aims to modernize the county's IT infrastructure, streamline operations, improve employee collaboration, and enforce enterprise-grade security standards.

The project will transition Jackson County Government from its legacy, on-premises Microsoft Exchange environment and traditional Microsoft Office deployments to a fully integrated, cloud-native Microsoft 365 ecosystem.

Work Details
The scope of work includes a comprehensive migration strategy that involves:

1. Pre-Migration Planning and Assessment: Conducting an audit of existing infrastructure, inventorying hardware/software, assessing network readiness, and developing a detailed migration roadmap.

2. Microsoft Exchange Migration Strategy: Implementing a hybrid migration model for mailboxes and applying security configurations.

3. Microsoft Office License Management: Analyzing current license utilization and migrating users to appropriate Microsoft 365 Apps licensing.

4. Employee and Shared File Migration: Planning and executing the migration of user files to OneDrive for Business and shared data to SharePoint Online while preserving metadata and permissions.

5. Deployment of Microsoft Entra ID and Intune for identity management and endpoint management respectively.

6. User Training: Providing training materials, sessions, and post-migration support.

Period of Performance
The contract will be performed over an estimated period of 8 to 16 weeks, starting within thirty (30) days after the Notice to Proceed is issued.

Place of Performance
The services will be performed at Jackson County Government facilities located at 4965 Jackson Parkway, Jefferson, GA.

Bidder Requirements
Firms must be properly licensed in the State of Georgia and provide proof of compliance with the Georgia Illegal Immigration Reform and Enforcement Act of 2011. Additionally, firms must have up-to-date liability insurance including General Liability ($1 million), Auto Liability ($1 million), Worker’s Compensation (statutory or minimum $500,000), and preferably Umbrella Liability ($3-4 million).
