Mass Communication Platform RFP

Background
The Barrow County School System serves a current enrollment of 15,500 students across 20 schools and programs with 2,000 employees. It is seeking proposals from qualified vendors to provide a mass communication platform. The goal of this initiative is to enhance communication capabilities among the school system, students, parents, and staff, ensuring accessibility for all users. The selected platform should address existing challenges related to communication efficiency and effectiveness.

Work Details
The vendor will be responsible for delivering a mass communication platform that includes website functionality, notifications, app integration, and two-way messaging. Key requirements include:

1. User-Friendliness: Intuitive interface, simple content management system for non-technical users, responsive design for various devices, and synchronization with Infinite Campus for up-to-date notifications.

2. Accessibility: Compliance with ADA and WCAG 2.1 Level AA standards, integration of third-party ADA scanning tools, and automated translation features.

3. Platform Functionality Objectives: One platform to update all communication channels including social media integration and scheduling; alerts/announcements; web publishing capabilities; email newsletter and mass notification functionality; two-way communication that retains message history; app integration with personalized user experience; analytics; consistent branding across all sites; enhanced on-site search functionality; contact forms; tip lines for safety concerns; news sections; photo galleries; secure individual school websites (20 total); staff directories; chatbot compatibility.

Vendor service requirements include project management design and review, content migration, QA testing, usability standards adherence, user training, ongoing site maintenance and support (24/7), security updates implementation, and guidance on future functionality advances.

Period of Performance
The anticipated timeline for the project includes proposal submissions by April 4, 2025. The goal is to have the new platform implemented and launched by July 1, 2025.

Place of Performance
The contract will be performed within the Barrow County School System located in Winder, Georgia.
